He has extensive expertise (over 35,000 procedures) in Advanced Cataract Surgery, Custom LASIK vision correction and placement of Premium Intraocular Lens Implantation. Dr. Spencer treats and manages many eye conditions including Diabetes, Glaucoma, Macular Degeneration, Uveitis, Corneal Disease and Dry Eye to name a few. Dr. Spencer is Chairman of the department of Ophthalmology at Grandview and Southview Hospitals-Kettering Health Centers, He is a Clinical Faculty Instructor for the Ohio University and Wright State Boonshoft School of Medicine residents and medical students.

Board certified by the American Osteopathic Board of Ophthalmology and Otolaryngology, Dr. Timothy Winter joined Valley Children’s Specialty Medical Group as a pediatric neuro-ophthalmologist, adult strabismologist and visual electrophysiologist in July 2025.
For over a decade, Dr. Winter practiced as an assistant professor at academic institutions in both New Mexico and Southern California, where he was honored with several clinical teaching, grateful patient and community excellence awards. After earning his doctorate in osteopathic medicine at the Western University of Health Sciences, Dr. Winter completed his internship and residency in ophthalmology at Oklahoma State University Medical Center, where he was chief resident and co-chair of the Council of Chief Residents. He went on to complete a neuro-ophthalmology fellowship at the Bascom Palmer Eye Institute at the University of Miami, and a pediatric ophthalmology fellowship at the University of Iowa. Dr. Winter maintains active involvement in his field as a Fellow of the North American Neuro-Ophthalmology Association and the American Osteopathic College of Ophthalmology and Otolaryngology. He has contributed as a principal investigator in the Children’s Oncology and Pediatric Eye Disease Investigator Groups, and his research interests include strabismus and optic nerve drusen.
